If you have not yet started the program get in contact with the Postgraduate Administrator who can arrange the transfer. If you have started the program you can apply for transfer at the end of semester 1 or semester 2 of the first year of your study if you have maintained a GPA of 5.5 or better. First, consult your dissertation supervisor and discuss whether you have a viable project for a doctoral-level dissertation. Then email the Program Director requesting a transfer, stating that you have consulted your thesis supervisor and copying your supervisor in on the email.  The SBS Faculty will provide final approval and process your request.
